I have a solution for you. I called Yakima, and the way that they determine a bumper/spare tire clearance is by giving you the maximum length of your measurement from the pinhole of the hitch receiver to the end of the spare tire. The maximum length of this distance can be no more that 5-1/8 inches long. If it is longer, then the Yakima Onramp # Y36FR will not fit your vehicle with a spare tire attached.

It all depends on where your spare tire sits in relation to the center of the hitch pin hole of the trailer hitch on your Flagstaff camper. From the center of the hitch pin hole to the closest edge of the first wheel hoop is 8" and then from the center of the hitch pin hole to the upright it's 15" (see attached photo).

I'm not sure what the stock rims are on your 2016 Flagstaff 26RLWS but I can say that as long as you have a 5 on 4-1/2" bolt pattern the Dexstar Steel Spoke Trailer Wheel # AM20352 will fit and work just fine.
